Abstract
Alain Juppé is satisfied by the resumption of diplomatic relations between France and Rwanda. He does not rule on the arrest warrants launched by Judge Bruguière who caused the break between the two countries but he describes as contre-feu
the reports of the two Rwandan commissions of inquiry. The Mutsinzi report concluded that the Hutu extremists were responsible for the attack against President Habyarimana's plane. The Mucyo report accused of complicity in the genocide French personalities, including himself. Juppe repeats that France has done everything to reconcile the two parties in conflict in Rwanda. He is proud to have denounced the genocide on May 15, 1994. Then he denounces the passivity of the international community. Faced with this, France was the only one to have a burst of courage
by launching the Turquoise humanitarian operation
.
Comment
Alain Juppé is mistaken in saying that a National Transitional Assembly was installed in March 1994
. It was after announcing at the Dar es Salaam summit on April 6, 1994 the establishment of the transitional government and this assembly that President Habyarimana was assassinated. Error or deliberate lie ?
