Abstract
- The news is still dominated by the desperate march of several hundred thousand Rwandan refugees. In the coming hours, a ceasefire could be declared by the RPF, as demanded by the UN.
- A veritable human tide: civilians and soldiers, mainly Hutu, continue to flee the fighting in the north of the country. They are trying to escape the relentless advance of the RPF, which today seized the last stronghold of government forces in western Rwanda.
- As a result, tens of thousands of refugees are flooding the border towns of Zaire. For humanitarian organizations based in Goma, the situation is catastrophic. Samantha Bolton, Doctors Without Borders: "This morning there was nobody here. Now there are 250,000. Tomorrow [July 16] there will probably be a million, or 600 arrivals per minute".
- Faced with this humanitarian catastrophe, the UN called for an immediate cessation of hostilities. This evening, the RPF responded, announcing a unilateral ceasefire and the formation of a new national unity government.
- This comes as the current interim government is now facing significant opposition. The United States has decided to withdraw its recognition. France is outraged by its withdrawal into the humanitarian zone, announcing that it will arrest any members of this government encountered there.
