Abstract
President Habyarimana foresees a new RPF offensive for April 7 or 8, 1994. He complains that in Arusha, Colonel Marley, an observer from the United States, proposes that the rebels be integrated into the army up to 45% , which is unacceptable for the FAR. The president told the French ambassador that he would consider not running again after the transition period provided that his safety was assured and that he was safe from any legal proceedings. On this point he asks for the support and guarantee of France.
