Frey, Swiss adviser to President Kayibanda, condemns the massacres of December 1963 but he minimizes them and shows great leniency for the President. He declares that legal proceedings will be brought against those responsible for the massacres, but they will not see the light of day. He quotes the word "self-defense" and talks about Inyenzi. He adheres in fact to the ideology of the regime which justifies the Hutu Republic by the exclusion of the Tutsi. He reports that Western ambassadors remain confident in this regime, which rejects the influence of Moscow and Beijing.
