Abstract
The military setbacks of the Rwandan government army are increasingly taking on the appearance of a rout. While Kigali seems on the verge of falling, the surge of rebel elements in the rest of the country has forced the provisional government to leave Gitarama to take refuge in Kibuye, on the shores of Lake Kivu.
