3. A/S MOOSE TOLD MUSEVENI THAT HE BELIEVED THE
PROTECTION OF THREATENED POPULATIONS IN RWANDA WAS VITAL
TO BRINGING PEACE TO THAT COUNTRY AND PREVENTING
PARALLEL MASSACRES IN BURUNDI. AN INTERNATIONAL FORCE
WHICH WAS SEEN AS IMPARTIALLY PROTECTING CIVILIANS MIGHT
GAIN THE CONFIDENCE OF THE RWANDA PATRIOTIC FRONT (RPF)
AND THE RWANDA GOVERNMENT. BOTH MOOSE AND MUSEVENI
AGREED THAT THIS MIGHT OVERCOME RPF OPPOSITION TO
INTERNATIONAL ACTION WHICH THE RPF HAS INTERPRETED AS A
FRENCH-INSPIRED PLAN TO RESCUE THE CURRENT REGIME. IF
THE RPF OBSERVED THAT TUTSI LIVES WERE BEING PROTECTED
IT MIGHT BE MORE INCLINED TO STOP ITS ADVANCE. MOOSE

STABILIZED - POSSIBLY LEADING TO A CEASE-FIRE - THE
LIKELIHOOD OF A "CONTAGION EFFECT" CAUSED BY RWANDAN
REFUGEES IN BURUNDI MIGHT BE LESSENED CONSIDERABLY.
MUSEVENI AGREED THAT SUCH A FORCE COULD CONDUCT
CROSS-BORDER HUMANITARIAN INTERVENTIONS FROM UGANDA AND
ACCEPTED A/S MOOSE'S REQUEST TO ATTEMPT TO ENLIST OTHER
REGIONAL LEADERS, SPECIFICALLY THE INTERIM PRESIDENT OF
BURUNDI.
MUSEVENI THANKED A/S MOOSE FOR HELPING HIM SEE THE

PICTURE MORE CLEARLY. THE PRESIDENT AGREED THAT
PROTECTING CIVILIANS OF ALL ETHNIC GROUPS WAS KEY TO
GAINING RPF TRUST. HE CAUTIONED THAT WHATEVER ACTION
WAS TAKEN IT SHOULD AIM FOR ESTABLISHING PEACE WHILE
DEEP-SEATED POLITICAL PROBLEMS ARE ADDRESSED. IT SHOULD
NOT DEGENERATE INTO A "UNOSOM-AIDEED TYPE" CONTEST.
