The Paris Court of Appeal has just decided that the ICTR's request for the arrest of Laurent Bucyibaruta and Wenceslas Munyeshyaka and their continued detention until it has ruled on the transfer of their case to France or elsewhere, was not enforceable under the principle of the presumption of innocence.
