Dear Mr. Ambassador,
I have the honor to respond to Embassy note of july 26,1994 which reads
as follows : "I have the honor to refer to recent discussions between our
two Governments regarding the status of U.S. military personnel and
civilian employees of the Department of Defense who may be present in
Rwanda in connection with humanitarian efforts including those presently
ongoing and otherwise with respect to their official duties, as well as
future activities. I have the honor to propose that such personnel be
accorded a status equivalent to that provided to the technical and
administrative staff of the United States Embassy."
I have the further honor to accept your proposal on behalf of my Government.
Therefore, this note and your note constitute an agreement between our two
Governments, which shall be effective this date for a renewable period of
three months.
