WILL PROPOSE AN IMMEDIATE SUSPENSION OF UNAMIR MILITARY
ACTIVITY SINCE THE ARUSHA ACCORDS, ON WHICH UNAMIR'S
PRESENCE IS BASED, ARE NOT LONGER VALID.

NOTED THAT THERE HAS BEEN A
GOOD DEAL OF PUBLIC ATTENTION TO THE FATE OF AN
ORPHANAGE LOCATED AT GISENYE, ABOUT 100 KMS TO THE
NORTH OF KIGALI. THE STAFF HAS ASKED FRENCH ASSISTANCE
FOR EVACUATION TO A SAFER AREA AND THE GOF FEARS THAT
THE CHILDREN COULD BE MASSACRED.
NOTED THAT DUE TO RPF HOSTILITY, THE GOF CAN NOT GET
SAFE PASSAGE FOR ITS MILITARY TO TRAVEL TO GISENYE AND
WOULD WELCOME ANY ASSISTANCE THE USG OR AMERICAN NGOS
COULD OFFER. PLEASE ADVISE.
