2. IN RESPONSE TO REFTEL, USUN POLOFFS MET WITH UNPKO'S
TITOV AND RIVERO TO DISCUSS UN'S EVACUATION PLANS. UN
IS BEGINNING TO DEVISE EVACUATION PLANS FOR ALL
DEPENDENTS, AND WILL HAVE ITS FIRST MEETING AMONG ALL UN
AGENCIES IN NY THE AFTERNOON OF APRIL 8. FOR THE TIME
BEING, UN OFFICIALS IN RWANDA ARE BEING TOLD TO STAY
PUT. UN HAS NOT CONSIDERED THE POSSIBILITY OF
EVACUATING UNAMIR TROOPS (NOR HAS THE UN BEGUN TO
DEVELOP CONTINGENCY PLANS IF SUCH AN EVACUATION BECOMES
NECESSARY); UN OFFICIALS SAY THAT SUCH A REQUEST WOULD
HAVE TO COME FROM FC DALLAIRE, WHO IS CONCENTRATING HIS
EFFORTS ON NEGOTIATING A CEASE-FIRE AND RE-OPENING THE
AIRPORT THROUGH DIPLOMATIC MEANS. USUN POLOFFS

3. UN OFFICIALS ARE QUITE HESITANT ABOUT EXPANDING
UNAMIR'S MANDATE FROM A CHAPTER VI TO A CHAPTER VII,
FEARING THAT SUCH A MOVE WOULD ONLY ESCALATE THE
SITUATION AND THAT UNAMIR DOES NOT HAVE THE CAPABILITY
ON THE GROUND TO TAKE AGRESSIVE MEASURES. ALSO, BECAUSE
OF UNAMIR'S LACK OF CAPACITY, IT DOES NOT HAVE THE
ABILITY TO BREAK THROUGH THE ROADBLOCKS SCATTERED
THROUGHOUT THE CITY TO REACH FOREIGN NATIONALS;
THEREFORE, UNAMIR CAN ONLY PROTECT THEM IF THEY ARE ABLE
TO REACH UNAMIR COMPOUNDS.
4. USUN POLOFFS ALSO OBTAINED AN ADVANCE COPY OF U/SYG
GHERAKHAN'S STATEMENT ON RWANDA PLANNED FOR THE SECURITY
COUNCIL INFORMALS AT 3:30 ON APRIL B (PROTECT). THIS
STATEMENT READS AS FOLLOWS:
-- THE SECURITY SITUATION IN KIGALI IS PRECARIOUS. A
PRELIMINARY CEASE-FIRE AGREEMENT WAS REACHED BETWEEN A
MILITARY COMMITTEE (ARMY AND GENDARMERIE) AND RPF TO
TAKE EFFECT FROM 4:00 PM LOCAL TIME (10:00 AM NY TIME),
BUT FIRING AND CLASHES STILL CONTINUE, ESPECIALLY
UNCLASSIFIED

BETWEEN PRESIDENTIAL GUARD AND RPF, ALTHOUGH AT SOMEWHAT
REDUCED LEVEL. THE FORCE COMMANDER IS TRYING TO
PERSUADE THE PRESIDENTIAL GUARD TO COMMIT ITSELF TO THE
CEASE-FIRE.
-- THE RPF HAS TAKEN CONTROL OF THE PRESIDENTIAL GUARD
IN SOME AREAS, INCLUDING THE APPROACHES TO THE AIRPORT.

RPF HAS NOTIFIED UNAMIR OF ITS INTENTION TO MOVE A
BATTALION FROM THE DEMILITARIZED ZONE INTO KIGALI.
UNAMIR IS DISSUADING THEM FROM THIS INTENTION AS IT
WOULD COMPLICATE THE ATTEMPTS TO GET THE CEASE-FIRE TO
TAKE HOLD.
-- NO MORE UNAMIR CASUALTIES HAVE BEEN REPORTED, BUT
SOME PERSONNEL ARE STILL MISSING.
-- AT THE POLITICAL LEVEL, EFFORTS CONTINUE TO ESTABLISH
A "COMMISSION DE CRISE" TO INCLUDE THE POLITICAL PARTIES
AND RPF ALONG WITH THE GENDARMERIE AND ARMY. GENERAL
DALLAIRE IS CURRENTLY IN CONSULTATIONS WITH MILITARY AND
OTHER AUTHORITIES ABOUT THIS. THESE EFFORTS ARE
HINDERED BY THE INSECURE CONDITIONS IN THE STREETS,
WHICH PREVENT MOVEMENTS, AS WELL AS THE ABSENCE OF
ELECTRICITY WHICH IMPEDES TELEPHONE COMMUNICATIONS.
UNAMIR IS TRYING TO BE IN CONSTANT TOUCH WITH THE
DIPLOMATIC COMMUNITY IN KIGALI.
-- FURTHER REPORTS ARE AWAITED FROM THE SRSG AND FC.
