IN NEW YORK ON SEPTEMBER 30 (REFTEL), ASSISTANT SECRETARY
MOOSE DISCUSSED THE SITUATION IN RWANDA WITH HIS FRENCH
AND BELGIAN COUNTERPARTS. THE THREE SHARED ASSESSMENTS OF

THE NEW RWANDAN GOVERNMENT, DISCUSSED THE ALLEGATIONS OF
REPRISAL KILLINGS IN THE SOUTHEAST, THE DEPLOYMENT OF
HUMAN RIGHTS MONITORS AND THE WAR CRIMES TRIBUNAL.
ASSISTANT SECRETARY MOOSE RAISED THE QUESTION OF REPAYMENT
OF RWANDAN ARREARS TO THE WORLD BANK IN ORDER TO FREE UP
250 MILLION DOLLARS IN PROJECT ASSISTANCE. THE BELGIANS
EXPRESSED WILLINGNESS TO PARTICIPATE IN MOBILIZING DONORS
AND CONTRIBUTING TO FUNDING THE ARREARS REPAYMENT. THE
FRENCH FLOATED THE NOTION OF AN INTERNATIONAL CONFERENCE
TO RESOLVE THE REGIONAL CRISIS, BUT ADMITTED THAT THE
"MOMENT HAD NOT YET COME." END SUMMARY.
3. ASSISTANT SECRETARY MOOSE REMARKED THAT IN THE US
ASSESSMENT, THE NEW GOVERNMENT WAS A SERIOUS INTERLOCUTOR,
BUT THAT THE ALLEGATIONS OF REPRISAL KILLINGS IN THE
SOUTHEAST "RAISED ALL THE OLD QUESTIONS." MOOSE
EMPHASIZED THAT THE INTERNATIONAL COMMUNITY'S ACTIONS MAY
DETERMINE WHAT HAPPENS IN RWANDA. HE SAID THAT THE US HAD
PRESSED HARD FOR THE DEPLOYMENT OF UNAMIR IN PART AS A
RESPONSE TO THE REPORTS OF INCIDENTS IN THE SOUTHEAST.

MOOSE ADDED THAT IT WAS ESSENTIAL THAT THE UN DEPLOY HUMAN
RIGHTS MONITORS IN RWANDA QUICKLY, AND THAT DELAYS HAD
GIVEN RISE TO JUSTIFIABLE CRITICISM IN THE US NGO
COMMUNITY.
4. MOOSE MENTIONED THAT UNDER SECRETARY WIRTH HAD DELAYED
HIS RETURN TO THE UNITED STATES IN ORDER TO MEET WITH VICE
PRESIDENT AND DEFENSE MINISTER PAUL KAGAME ON THE ISSUE OF
REPRISAL KILLINGS.

I MOOSE UNDERLINED THE DESTITUTION OF THE KIGALI
GOVERNMENT, AND NOTED THAT CREATING CONDITIONS FOR A
RETURN OF THE REFUGEES WOULD BE IMPOSSIBLE IN THE ABSENCE
OF BASIC STRUCTURES OF GOVERNMENT AND A JUDICIAL SYSTEM.
MOOSE ADDED THAT THE US UNDERSTOOD THE WORLD BANK MIGHT
MAKE AVAILABLE 250 MILLION DOLLARS IN PROJECT ASSISTANCE
IF THE RWANDAN GOVERNMENT REPAID ARREARS TO THE BANK WHICH
WILL REACH 7 MILLION DOLLARS BY MAY 1995.
5. BELGIAN DIRECTOR GENERAL FOR POLITICAL AFFAIRS FRANS
VAN DAELE SAID THAT BELGIUM WAS WILLING TO PARTICIPATE IN
MOBILIZING DONORS AND FUNDING THE ARREARS IN ORDER TO FREE

"AN IMPORTANT AMOUNT" OF BANK MONIES. THE BELGIANS
UNDERSTOOD THE ARREARS TO BE 4 MILLION, HOWEVER, RISING TO
5.2 MILLION IN MARCH 1995. VAN DAELE SAID THAT BRUSSELS
HAD RESUMED NORMAL RELATIONS WITH THE NEW AUTHORITIES IN
KIGALI, BUT NOTED THAT THE BELGIANS WOULD PRESS THE
GOVERNMENT TO BROADEN ITS BASE TO "REACH THE THRESHOLD OF
POLITICAL RECONCILIATION." THE BELGIANS SUPPORTED THE

RAPID DEPLOYMENT OF HUMAN RIGHTS MONITORS, AND URGED THE
US AND FRANCE TO CONSIDER INCLUDING COORDINATION OF THE
MONITORS AND UNAMIR WHEN NEXT THE LATTER'S MANDATE IS
RENEWED (IN DECEMBER).
6. ON THE QUESTION OF THE WAR CRIMES TRIBUNAL. THE
BELGIANS SAID THEY AWAITED THE REPORT DUE NEXT WEEK OF THE
COMMISSION OF EXPERTS. A/S MOOSE SAID THAT EXPANSION OF
THE EXISTING YUGOSLAV TRIBUNAL SEEMED THE FASTEST MEANS TO
GET THIS OPERATIONAL, BUT HE AGREED WITH VAN DAELE'S
JUDGMENT THIS WOULD NOT SOLVE THE PROBLEM OF THE LACK OF
ANY SYSTEM OF JUSTICE IN RWANDA.
7. FRENCH AFRICA DIRECTOR JEAN-MARC DE LA SABLIERE WAS
SILENT THROUGH MUCH OF THE DISCUSSION ON RWANDA. AT THE
END OF THE MEETING HE FLOATED THE NOTION OF AN
INTE&NATIONAL CONFERENCE ON RWANDA AND BURUNDI WHICH WOULD
INVOLVE ALL OF THE "PRINCIPAL ACTORS." DE LA SABLIERE
ADMITTED, HOWEVER, THAT "THE MOMENT HAD NOT YET COME."
