ASSIST THE HUNDREDS OF THOUSANDS OF REFUGEES AND DISPLACED
PERSONS WHO HAVE BEEN FORCES FROM THEIR HOMES BY THE

PRESENT VIOLENCE IN RWANDA AND BY EARLIER INTER-ETHNIC
FIGHTING IN BURUNDI.
THIS FUNDING WILL BE USED TO SUPPORT THE ACTIVITIES OF THE
UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR), THE
WORLD FOOD PROGRAM (WFP), AND THE INTERNATIONAL FEDERATION
OF RED CROSS AND RED CRESCENT SOCIETIES (IFRC). THESE
ORGANIZATIONS AND SETTING UP REFUGEE CAMPS AND PROVIDING
FOOD, MEDICAL CARE, AND OTHER EMERGENCY SERVICES TO THE
REFUGEES AND DISPLACED PERSONS.
OTHER U.S. ASSISTANCE WILL BE FROVIDED BY SAID'S OFFICE
OF FOREIGN DISASTER ASSISTANCE (OFDA), FOOD FOR PEACE
(FFP), AND THE DEPARTMENT OF AGRICULTURE.
THE STATE DEPARTMENT CONTRIBUTED DOLLARS 35 MILLION IN
MARCH TO THE INTERNAITONAL COMMITTEE OF THE RED CROSS
(ICRC) FOR ITS EMERGENCY ACTIVITIES IN AFRICA. THE
LARGEST OF THESE IS IN RWANDA. THE ICRC AND THE RWANDAN
RED CROSS ARE CONTINUING UNDER TERRIBLE CONDITIONS TO
PROVIDE PROTECTION AND HELP TO THE VICTIMS OF THE TRAGEDY
ENFOLDING IN RWANDA.
THUS FAR, DURING THE CONFLICT, OVER A MILLION RWANDANS ARE
BELIEVED TO HAVE BEEN DISPLACED FROM THEIR HOMES. APPROXIMATELY 250,000 RWANDANS HAVE FLED TO TANZANIA WITH
AS MANY 300,000 MORE REPORTEDLY WAITING TO CROSS THE
BORDER. ANOTHER 60,000 HAVE SOUGHT REFUGE IN BURUNDI,
UGANDA, AND ZAIRE. HUMANITARIAN RELIEF REQUIREMENTS ARE
STAGGERING.

IN ADDITION, 200,000 BURUNDI REFUGEES, WHO HAD TAKEN
REFUGE IN RWANDA FOLLOWING AN UNSUCCESSFUL COUP IN BURUNDI
IN OCTOBER 1993, ARE REPORTED TO HAVE FLED BACK TO BURUNDI
SINCE THE VIOLENCE ERUPTED. AN ESTIMATED 65,000 BURUNDI
REFUGEES REMAIN IN SOUTHERN RWANDA, AND 135,000 BURUNDI
REFUGEES REMAIN IN TANZANIA AND ZAIRE. IN 1993, THE U.S.
MADE AVAILABLE DOLLARS 5 MILLION TO RESPOND TO THE INITIAL
NEEDS OF THESE REFUGEES FROM BURUNDI.

4. RWANDA: RP - REFUGEES
Q. WOULD YOU PROVIDE AN UPDATE ON THE RWANDAN REFUGEE
CRISIS? IS THE BORDER WITH TANZANIA CLOSED?
A. WE HAVE NO NEW INFORMATION ON FRTHER REFUGEE
MOVEMENTS FROM RWANDA THIS MORNING. ACCORDING TO THE
UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR) AT
LEAST 250,000 RWANDANS HAVE CROSSED THE BORDER INTO
TANZANIA.
THE FLOW OF REFUGEES AT THE BORDER. CROSSING INTO TANZANIA
AT RUSUMO CAME TO A HALT LATE SATURDAY WHEN RWANDAN
PATRIOTIC FRONT (RF) FORCES TOOK CONTROL OF THE BRIDGE.
AT LEAST 60,000 OF OTHER RWANDAN REFUGEES HAVE FLED TO
BURUNDI, UGANDA, AND ZAIRE.

A. A UNHCR EMERGENCY RESPONSE TEAM IS ALREADY IN NGARA IN
TANZANIA. THEY ARE OPENING CAMPS FOR THE REFUGEES AND
BRINGING TENTS, PLASTIC SHEETING, JERRY CANS FOR WATER,
AND OTHER SUPPLIES INTO THE AREA.

THE TANZANIAN RED CROSS ARE ASSISTING UNHCR IN THE
ESTABLISHMENT AND MANAGEMENT OF THE REFUGEE CAMPS. THEY
WILL REGISTER REFUGEES, PROVIDE PREVENTATIVE HEALTH CARE,
AND DISTRIBUTE FOOD AND OTHER SUPPLIES.
THIRTY NON-GOVERNMENTAL ORGANIZATIONS (NGOS) ARE ACTIVELY
INVOLVED IN WORKING WITH UNHCR TO ASSIST THE REFUGEES IN
TANZANIA.
MANY OF THE REFUGEES IN TANZANIA ARRIVED WITH A FEW DAYS
SUPPLY OF FOOD. THERE IS A LAKE NEARBY WHICH WILL PROVIDE
WATER AT LEAST FOR A WHILE.
THE UNITED NATIONS WORLD FOOD PROGRAM (WFP) IS ORGANIZING
FOOD SUPPLIES FOR THE REFUGEES IN TANZANIA AS WELL AS FOR
THOSE IN BURUNDI, ZAIRE, AND UGANDA, AND FOR DISPLACED
PERSONS INSIDE RWANDA.

IN RESPONSE TO INCREASING CONCERN OVER TE TRAGIC HUMAN

A. SPORADIC, SOMETIMES HEAVY FIGHTING CONTINUES IN KIGALI
AND OTHER PARTS OF RWANDA. THERE HAS BEEN NO SIGNIFICANT
CHANGE IN THE LOCATION AND DISPOSITION OF THE RPF AND
GOVERNMENT FORCES IN KIGALI. WE HAVE NO UPDATE ON EARLIER
ESTIMATES FROM RELIEF ORGANIZATIONS IN RWANDA THAT WELL
OVER 100,000 RWANDANS HAVE BEEN KILLED.
WE HAVE INDICATED OUR READINESS TO CONSIDER PROPOSALS FROM
AFRICAN OR OTHER COUNTRIES TO CONTRIBUTE TO INTERNATIONAL
EACE EFFORTS IN RWANDA. IT IS PREMATURE TO REDICT THE
SIZE OR COST OF SUCH AN EFFORT.
ON APRIL 30, THE SECURITY COUNCIL ISSUED A PRESIDENTIAL
STATEMENT CALLING FOR COORDINATED INTERNATIONAL ACTION TO
HELP BRING PEACE TO RWANDA, TO ALLEVIATE THE SUFFERING OF
THE RWANDAN PEOPLE, AND TO PREVENT THE SPREAD OF VIOLENCE
TO NEIGHBORING COUNTRIES. THE COUNCIL IS SCHEDULED TO
MEET AGAIN THIS AFTERNOON TO CONSIDER FURTHER ACTION.

THE REGIME'S PROMISES CONCERNING RESPECT FOR FUNDAMENTAL
HUMAN RIGHTS HAVE NOT BEEN BORNE OUT BY ITS ACTIONS. THE
PRESS, PARTICULARLY, HAS BEEN SUBJECTED TO INCREASING
HARASSMENT OF LATE. THIS HARASSMENT SHOULD CEASE
IMMEDIATELY.
Q: BUT ISN'T THE NATIONAL CONSTITUTIONAL CONFERENCE A
CONCRETE STEP TOWARD CIVILIAN GOVERNMENT?
A. THE MEETING, ORIGINALLY SCHEDULED FOR THE FIRST
QUARTER OF THIS YEAR, HAS NOT YET TAKEN PLACE. THE POWERS
OF THE CONFEREES HAVE NOT YET BEEN ESTABLISHED. THE
