SUBJECT: ARUSHA PEACE TALKS ADJOURNED INDEFINITELY
THE FOLLOWING REPORT WAS PROVIDED BY THE U.S.
OBSERVER AT THE ARUSHA TALKS, JOYCE LEADER.
1. SUMMARY. THE TANZANIAN FACILITATOR ADJOURNED THE
ARUSHA PEACE TALKS JUNE 24 WITH THE GOVERNMENT OF
RWANDA (GOR) AND THE RWANDAN PATRIOTIC FRONT (RPF) AT
AN APPARENT IMPASSE, REFLECTING TO A LARGE EXTENT
POLITICAL TENSIONS BOTH IN KIGALI AND THE RPF CAMP.
TANZANIA WILL EXPLORE AT THE OAU SUMMIT IN CAIRO NEXT
WEEK CONDITIONS UNDER WHICH IT COULD RESUME ITS ROLE
AS FACILITATOR AND CONTINUE THE TALKS. THE U.S.
SHOULD SUPPORT THE FACILITATOR'S EFFORTS TO RENEW THE
DIALOGUE BETWEEN THE TWO SIDES AND ENCOURAGE THE TWO
SIDES TO REACH A SPEEDY CONCLUSION TO THE OUTSTANDING
QUESTIONS. WE SHOULD MAKE A MAJOR EFFORT IN KIGALI
TO PREVENT POLITICAL SUPPORT FOR THE PEACE PROCESS
FROM ERODING. END SUMMARY.

2. THE TANZANIAN FACILITATOR, PRESIDENT MWINYI,
DECIDED TO ADJOURN THE ARUSHA PEACE TALKS FOLLOWING
HIS BRIEFING BY THE MINISTERS OF FOREIGN AFFAIRS AND
DEFENSE JUNE 24 ON THE CURRENT IMPASSE IN ARUSHA.
THE DECISION WAS COMMUNICATED TO ARUSHA BY AMBASSADOR
MPUNGWE, THE FACILITATOR'S REPRESENTATIVE, FROM
NAIROBI ABOUT 11:00 PM LOCAL TIME WHERE HE WAS
ALREADY EN ROUTE TO THE OAU SUMMIT IN CAIRO. THE
DECISION WAS SPREAD BY WORD OF MOUTH TO BOTH SIDES
AND THE OBSERVERS, WHO ARE ALREADY DEPARTING ARUSHA.
THE GOVERNMENT DELEGATION WILL REACH KIGALI SUNDAY
JUNE 27 WITH THE RPF ARRIVING THE SAME DAY IN
KAMPALA. GOR FOREIGN MINISTER WILL TRY TO REACH
KIGALI JUNE 25 AND DEPART JUNE 27 FOR CAIRO.
3. THE TANZANIANS APPARENTLY INTEND TO EXPLORE WITH
REGIONAL HEADS OF STATE AND OAU AUTHORITIES IN CAIRO
THE TERMS AND CONDITIONS THAT WOULD PERMIT THEM TO
RESUME THEIR ROLE AS FACILITATOR AND BRING THESE
PEACE TALKS TO A SPEEDY CONCLUSION. ONE MEMBER OF
THE TANZANIAN DELEGATION EXPRESSED THE HOPE TO U.S.
OBSERVER THAT EVERYTHING COULD BE CONCLUDED AND A
PEACE ACCORD SIGNED BY MID-JULY.

4. TANZANIAN FRUSTRATION WITH RPF INTRANSIGENCE MAY
ACCOUNT IN PART FOR THE ABRUPT AND UNCEREMONIOUS
ADJOURNMENT. DEFENSE MINISTER KINANA WAS REPORTEDLY
ANGRY AND ANNOYED THE MORNING OF JUNE 24 WHEN THE
RPF, IN HIS VIEW, REJECTED COMPROMISE SOLUTIONS
ACCEPTED BY THE GOVERNMENT DELEGATION ON THE TWO KEY
OUTSTANDING ISSUES.

5. THE RPF, ON THE OTHER HAND, BLAMES THE
FACILITATOR AND THE GOVERNMENT FOR THE LAST MINUTE
BREAKDOWN. AN RPF DELEGATE TOLD U.S. OBSERVER THE
RPF DID NOT REJECT THE DEFENSE MINISTER'S PROPOSED
SOLUTION ON FORCE PROPORTIONS AT THE COMMAND LEVEL
(I.E., 45 PERCENT OF THE OFFICERS AT THE BATALLION
LEVEL FOR THE RPF), BUT HAD AGREED TO SUBMIT IT TO
BYUMBA HEADQUARTERS. THEY ACCUSE THE GOVERNMENT OF
GOING BACK ON DECISIONS ABOUT THE SEQUENCE OF EVENTS
AND TIMING OF THE FORMATION OF THE BROAD-BASED
GOVERNMENT REFLECTING CHANGING AND MIXED SIGNALS FROM
KIGALI.

EXPRESSED CONCERN TO U.S. OBSERVER ABOUT RETURNING TO

PROTOCOLS FOR FEAR THAT THE AGREEMENTS TO DATE ON
FORCE INTEGRATION MIGHT BE DESTROYED.
7. IRONICALLY, JUST BEFORE THE MESSAGE TO ADJOURN
REACHED ARUSHA, AFRICAN OBSERVERS INFORMED THE U.S.
OBSERVER THAT THEY HAD BEEN LOBBIED HEAVILY BY THE
RPF TO ENCOURAGE THE FACILITATOR TO ALLOW RESUMPTION
OF DIRECT TALKS ON OUTSTANDING ISSUES. IF THIS WAS A

RPF DELEGATION HEAD SAID A MEMBER OF HIS DELEGATION,
EITHER HIMSELF OR MAZIMHAKA, WILL BE IN CAIRO.
8. COMMENT. THE CURRENT IMPASSE IN ARUSHA APPEARS
TO RESULT IN LARGE PART FROM THE FACT THAT THE
NEGOTIATING TEAMS LOST THEIR INITIATIVE FOR
COMPROMISE TO KIGALI, IN THE CASE OF THE GOVERNMENT,
AND TO BYUMBA, IN THE CASE OF THE RPF. ONE AFRICAN
OBSERVER SUGGESTED THAT RPF BEHAVIOR STEMS IN PART
FROM ANGER WITH THE FACILITATOR FOR HAVING
ESSENTIALLY STRIPPED THE DELEGATION OF ITS AUTHORITY
OVER THE FORCE PROPORTION ISSUE. GOVERNMENT
VACILLATION CLEARLY REFLECTS CONFUSION,
MISUNDERSTANDINGS AND MIXED SIGNALS FROM KIGALI.
THIS SITUATION IS MOST UNFORTUNATE AS U.S. OBSERVER
BELIEVES REMAINING ISSUES COULD CONCEIVABLY BE
RESOLVED QUICKLY HERE, WITH THE EXCEPTION OF THE
CANDIDATE FOR PRIME MINISTER.
9. COMMENT CONTINUED. THERE IS NO REASON TO BELIEVE
THAT THIS ADJOURNMENT OF THE PEACE TALKS SHOULD LAST
LONG. THE U.S. WILL WANT TO MAKE THE FOLLOWING
POINTS IN CAIRO AND ELSEWHERE TO APPROPRIATE
AUTHORITIES:
---- THE U.S. CONTINUES TO SUPPORT THE PEACE PROCESS
AND BELIEVES THAT NEGOTIATIONS OFFER THE ONLY
LASTING SOLUTION TO THE RWANDAN CONFLICT.
