INTRODUCTORY SPEECHES PUSHING ASIDE OPPORTUNITIES TO
EXPLORE PRACTICAL POSSIBILITIES OF BRINGING THE TWO
SIDES CLOSER TOGETHER. RPF REITERATED ITS BASIC
THEME, THAT IT WAS NOT EXCLUDING THE CDR DEFINITIVELY
BUT WANTED IT TO WAIT FOR A WHILE, PROVE OUT ITS
WORD, AND HAVE THE NATIONAL ASSEMBLY JUDGE ITS RECORD.
DEPENDING ON WHICH RPF INTERLOCUTOR SPOKE, THE
WAITING PERIOD VARIED FROM THE "DAY AFTER TOMORROW"
TO "AFTER SOME PERIOD OF EVALUATION." (COMMENT: THE
RPF POSITION IGNORES THE PROBLEM THAT THE PEACE
ACCORD DOES. NOT PROVIDE MECHANISMS FOR PARTIES TO
ENTER NATIONAL ASSEMBLY AFTER THE INSTITUTIONS ARE
PUT IN PLACE. CDR'S ENTRY WOULD NECESSITATE,
THEREFORE, A THREE-FIFTHS VOTE BY THE NATIONAL
ASSEMBLY EITHER AMENDING OR REINTERPRETING THE
ACCORD. THE RPF, NO DOUBT, BELIEVES THAT IT COULD
CONTROL THIS THREE-FIFTHS VOTE AND THUS DETERMINE
WHEN OR IF CDR EVER WOULD BE ADMITTED TO THE
ASSEMBLY. END COMMENT.)
3. AS THE MEETING BROKE UP, OBSERVERS DISCUSSED
BRIEFLY WITH RPF THE POSSIBILITY OF A NEW DECLARATION

BY CDR ON ITS COMMITMENT TO NONVIOLENCE. RPF'S
MAZIMHAKA SAID THAT SUCH A DECLARATION WAS THE PRIME
MINISTER'S IDEA AND NOT THEIR OWN; THEY BELIEVED CDR
SHOULD WAIT A WHILE TO PROVE ITS GOOD FAITH. THEY
INSISTED, HOWEVER, THAT THEY WERE NOT CLOSING THE
DOOR TO CDR.
4. THE DIPLOMATS HURRIED FROM THAT MEETING TO ONE
CONVOKED BY THE PRIME MINISTER. MS . UWILINGIYIMANA
TOLD THE OBSERVERS THAT HER POSITION, AND THAT OF
MANY POLITICAL PARTIES, ACCORDED ENTIRELY WITH THAT
OF THE INTERNATIONAL COMMUNITY. CDR HAD A RIGHT TO
BE ADMITTED TO THE NATIONAL ASSEMBLY. BUT AFTER
CONSULTATION AMONG OPPOSITION PARTIES TO ESTABLISH A
UNIFIED POSITION IN THIS REGARD, SHE HAD NOT BEEN
ABLE TO CONVINCE THE RPF TO CHANGE THEIR OPPOSITION
TO CDR'S ENTRY. THE ALTERNATIVES WERE THAT THE RPF
CEDE, THAT THE PRESIDENT CEDE, OR THAT THE NATION GO
BACK TO WAR.

5. THE PRIME MINISTER COULD NOT ACCEPT THAT THE
NATION SHOULD ONCE MORE BE THROWN INTO WAR BY THE
ISSUE OF ONE DEPUTY IN THE NATIONAL ASSEMBLY. SHE
THUS URGED THE OBSERVERS TO PRESSURE THE PRESIDENT TO
GIVE WAY, SINCE THE RPF SEEMED STUCK ON THEIR
POSITIONS. OBSERVERS REMINDED THE PRIME MINISTER
THAT THEIR POSITION REGARDING EARLY ADMISSION OF THE
CDR WAS, IN PRINCIPLE, THE SAME AS HER STATED
POSITION AND THAT OF THE PRESIDENT. RWANDAN PARTIES
NEEDED TO WORK OUT MODALITIES THAT WOULD ASSURE CDR
OF ITS PLACE AND SATISFY RPF CONCERNS ABOUT CDR'S

6. AFTER SEPARATE CONVERSATIONS LATE EVENING WITH
CDR'S INTENDED DEPUTY BARAYAGWIZA, PRESIDENT'S
POLITICAL COUNSELOR RENZAHO AND TANZANIAN
FACILITATOR, AMBASSADOR RAWSON AGREED TO JOIN A SMALL
TEAM TO TRAVEL TO MULINDI THE NEXT DAY TO CONTINUE
DISCUSSIONS WITH RPF ON POSSIBLE COMPROMISE
POSITIONS. HOWEVER, BY AM 3/30, AMBASSADOR TAMBWE
HAD CONCLUDED THAT SUCH DISCUSSIONS WOULD BE
PREMATURE. AT THE SAME TIME, RPF ISSUED A COMMUNIQUE
WHICH WAS MORE OPEN ON THIS ISSUE THAN ANY POSITION

7. IN A CALL TO RPF'S SENDASHONGA, AMBASSADOR
WELCOMED THE NEW OPENNESS AND INDICATED THE
IMPORTANCE OF CONTINUING DIALOGUE. SENDASHONGA SAID
THEY WERE READY TO TALK. AMBASSADOR ALERTED
PRESIDENTIAL CABINET DIRECTOR RUHIGIRA TO THIS
POSSIBILITY. RUHIGIRA,SAID THAT HE MIGHT MEET WITH
RPF UNDER UN AUSPICES TO WORK OUT REMAINING
PROBLEMS. AMBASSADOR INDICATED THERE WAS BUT ONE
REMAINING PROBLEM IN OUR VIEW, THE CDR. THE REST
COULD BE TAKEN CARE OF AFTER INSTITUTIONS WERE
INSTALLED. THE PRESIDENT SHOULD TAKE VERY SERIOUSLY
THE LAST POINT OF THE INTERNATIONAL COMMUNITY'S
STATEMENT IN THAT REGARD. RUHIGIRA HOPED THAT THE
INSTITUTIONS COULD BE PUT IN PLACE BY FRIDAY OR AT
THE VERY LATEST BY SATURDAY.
B. COMMENT: DATELINES HERE HAVE A HORRIBLE HABIT OF
BEING MISSED. HOWEVER, THIS REMAINING PROBLEM COULD
BE QUICLY RESOLVED IF BOTH SIDES WANT TO DO SO. WE
DO NOT EXCLUDE THE POSSIBILITY THAT INSTITUTIONS
