Human Rights Watch/Africa today called upon the Clinton administration to issue clear instructions to the U.S. delegation to the United Nations to press for an increased UN force in Rwanda. The Security Council meets today to vote on a resolution.
On Friday, the U.S. delegation indicated they had received "no instructions" from Washington, effectively blocking a vote and allowing the slaughter in Rwanda to continue for at least another three days.
Human Rights Watch/Africa urges the United Nations to send in troops not to separate the contending armies but to protect defenseless civilians from murderous militia that have killed 200,000 or more civilians.
