2. THE TWO PARTIES HAVE KEPT THEIR NOSES TO THE
GRINDSTONE OVER THE PAST TWO DAYS TO FLESH OUT DETAILS OF
THE APRIL 25 AGREEMENT. AN RPF PROPOSAL TO SUBJECT THE
GENDARMERIE TO THE SAME
DISARMAMENT/INTEGRATION/DEMOBILIZATION PROCESS AS THE ARMY
IS POSING PROBLEMS FOR THE GOR AND COULD DELAY CONCLUSION
OF THIS ISSUE. THE TWO SIDES MEET THIS AFTERNOON TO
DISCUSS THIS RPF PROPOSAL. MEANWHILE, A DRAFTING GROUP IS
PREPARING A DOCUMENT ON WHAT HAS BEEN AGREED THUS FAR.
(WHEN ASKED BY THE GOR, U.S. OBSERVER COUNSELLED KEEPING
FOCUS OF THIS AFTERNOON'S DISCUSSION ON HOW TO ENSURE THE
SECURITY OF THE CIVILIAN POPULATION AFTER A PEACE ACCORD
IS SIGNED, AS DEMANDED BY THE RPF IN ITS INSISTENCE ON

OTHER SECURITY FORCES:
IF THE GENDARMERIE ISSUE IS RESOLVED TODAY, THE PARTIES
WILL MOVE TO AGENDA ITEM NUMBER 2, QUOTE OTHER SECURITY
FORCES UNQUOTE, NAMELY, INTELLIGENCE SERVICES, PRISON
GUARDS, ETC. (NOTE: THE GOR DELEGATION IS PROBABLY
REGRETTING EVER HAVING AGREED TO DISCUSS MORE THAN ARMY
INTEGRATION DURING THIS ROUND OF TALKS. END NOTE.)
PROPORTION ISSUE:
4. THE FACILITATOR STILL PLANS TO DEFER DISCUSSION ON
FORCE PROPORTIONS UNTIL THE END OF MILITARY ISSUES, EVEN
THOUGH BOTH SIDES ARE PUSHING TO RESUME. THE FACILITATOR
ARGUES THAT PRIOR AGREEMENT ON OTHER ISSUES WILL PRESSURE
THE TWO SIDES NOT TO FAIL ON THIS SUBJECT. ALSO, TANZANIA
HOPES BOTH ITS FOREIGN MINISTER AND DEFENSE MINISTER WILL
RETURN TO ARUSHA FOR THIS DISCUSSION. A STRATEGY FOR
HANDLING THE ISSUE IS BEING WORKED OUT AT HIGH LEVELS OF
THE GOVERNMENT, BASED ON DISCUSSIONS IN DAR, KIGALI, AND
UNCLASSIFIED

THE RPF ZONE.
5. AN RPF DELEGATE TOLD THE U.S. OBSERVER THAT IT HAS
COMMUNICATED TO THE PRIME MINISTER THAT THE CABINET
DECISION ON FORCE PROPORTIONS SETTING 35 PERCENT AS AN
OUTSIDE LIMIT FOR THE RPF IS UNACCEPTABLE. THE RPF
EXPECTS THE PRIME MINISTER TO SEEK SUPPORT FOR A HIGHER

PERCENTAGE FOR THE RPF. THE DELEGATE SAID QUOTE MUTUALLY
ASSURED PROTECTION UNQUOTE MUST BE THE PROPORTION CRITERIA
AND THAT A 10 PERCENT DIFFERENCE IN OVERALL FORCE LEVELS
MUST BE THE STARTING POINT. FOR THE RPF, FINAL AGREEMENT
LIES WITHIN/WITHIN THIS 10 PERCENT RANGE.
6. WASHINGTON COMMENT: ACCORDING TO LTC MARLEY NOW
RETURNED TO WASHINGTON, RPF DELEGATION LEADER BIZIMUNGU
STATED DURING A MARCH 28 MEETING WITH THE FACILITATOR AND
OBSERVERS THAT, WHILE THE RPF PREFERRED THERE BE NO MORE
THAN A 10 PERCENT DIFFERENCE BETWEEN THE PROPORTIONS OF
THE RPF AND GOR FORCES, THEY WERE NOT SETTING THIS AS A
PRECONDITION. IN FACT, ON APRIL 17, MPUNGWE RELATED TO
MARLEY THAT THE RPF HAD TOLD THE GOVERNMENT OF TANZANIA IT
WOULD ACCEPT A PROPORTION OF 60-40. IT IS UNCLEAR TO US
WHETHER THE RPF IS BACKTRACKING ON ITS POSITION, OR SIMPLY
NEGOTIATING TOUGHLY. END COMMENT.
INTERNATIONAL FORCE:
7. BOTH PARTIES AND THE FACILITATOR WISH TO DEFER FURTHER
DISCUSSION ON THIS ISSUE TO AGENDA ITEM NUMBER 4, QUOTE
SUPERVISORY ORGANS. UNQUOTE. (A LONGER CABLE ON THIS
ISSUE WILL COME TOMORROW.)
