2. IN VIEW OF THE CONTINUING MASSACRES IN RWANDA LARGELY
BEING PERPETRATED BY HUTU GANGS ("IRREGULAR MILITIA")
UNDER GOR CONTROL AGAINST INNOCENT TUTSI CIVILIANS AND
HUTU MODERATES, DEPARTMENT REQUESTS THAT ACTION
ADDRESSEES APPROACH HOST GOVERNMENTS AT THE HIGHEST
APPROPRIATE LEVELS TO REQUEST THAT THEY CONTACT RWANDAN
ARMY MILITARY AND GOR POLITICAL FIGURES TO INSIST THE
MASSACRES CEASE IMMEDIATELY. IN ORDER TO AVOID ANY
APPEARANCE OF IMBALANCE, HOST GOVERNMENT ADDRESSEES
SHOULD ALSO CONTACT KEY RWANDAN PATRIOTIC FRONT (RPF)
LEADERS TO CALL FOR AN IMMEDIATE CEASEFIRE. WE LEAVE TO
THE JUDGMENT OF HOST GOVERNMENTS THE MODE OF SUCH APPEALS
BUT THE U.S. BELIEVES A COMBINATION OF PRIVATE CONTACTS
TIED TO PUBLIC STATEMENTS OFFERS THE BEST CHANCE FOR THE
MESSAGE TO BE HEARD AND HEEDED. FOR OUR PART, WE ARE
MAKING EVERY POSSIBLE EFFORT TO REACH KEY GOR MILITARY IN
RWANDA (AS WELL AS RPF) AND WE HAVE MADE THE APPEAL TO
SEVERAL KEY RWANDAN POLITCAL LEADERS IN NAIROBI.

WHILE THE FIRST PRIORITY IS TO STOP THE MASSACRES

WHICH HAVE RESULTED, ACCCORDING TO THE ICRC IN AT LEAST
100,000 DEATHS, THE DEPARTMENT HAS ESTABLISHED A BROADER
FRAMEWORK TO TAKE OTHER STEPS WHICH ARE ALSO ESSENTIAL.
THESE INCLUDE:
--PRESSING THE GOR AND RPF AND KEY REGIONAL GOVERNMENTS
TO RETURN TO THE ARUSHA ACCORDS NEGOTIATING FRAMEWORK
(THE TANZANIAN GOVERNMENT HAS CONVENED THE PARTIES AND
OBSERVERS TO ARUSHA TO MEET IN DAR ES SALAAM APRIL 30);
--ENCOURAGING RWANDA'S NEIGHBORS, ESPECIALLY UGANDA AND
TANZANIA AS WELL AS THE UN AND QAU IN THEIR EFFORTS TO
ACHIEVE A CEASEFIRE.
--BEGIN COORDINATION WITH PRINCIPAL DONORS ON DELIVERY OF
HUMANITARIAN ASSISTANCE TO THE AFFLICTED POPULATIONS.
DEPARTMENT REQUESTS ACTION ADDRESSEES ENCOURAGE HOST
GOVERNMENTS TO TAKE PARALLEL ACTIONS.
4. IT IS ALSO ESSENTIAL TO ASSURE THAT THE CONFLICT IN
RWANDA NOT SPREAD TO NEIGHBORING COUNTRIES. ACTION
ADDRESSEE HOST GOVERNMENTS SHOULD BE URGED TO DEMARCHE
COUNTRIES NEIGHBORING RWANDA TO COUNSEL NON-INVOLVEMENT

5. FOR PARIS: FRENCH EMBASSY IN WASHINGTON FAXED
DEPARTMENT APRIL 27 THE FOREIGN MINISTRY SPOKESMAN'S
APRIL 26 RESPONSE TO A QUESTION ON RWANDA. WE FOUND THE
REPLY ON THE MARK AND URGE ITS WIDEST DISSEMINATION IN
RWANDA AND ITS NEIGHBORS.
6. FOR PARIS AND BRUSSELS: FRENCH HAVE ALSO TOLD US
THAT THEY FOUND ACCEPTABLE PROPOSAL FOR A TRILATERAL
MEETING ON RWANDA, BURUNDI, AND ZAIRE AGREED TO FOR MAY
13. DE LA SABLIERE HAD REQUESTED THAT THE MEETING BE
HELD IN EITHER PARIS OR BRUSSELS. HOWEVER, IN VIEW OF
THE GRAVITY OF THE SITUATION IN RWANDA, U.S. BELIEVES A
TRILATERAL MEETING SHOULD BE HELD PRIOR TO MAY 13. WE
WOULD BE AGREEABLE TO MEET EITHER IN WASHINGTON, BRUSSELS
OR PARIS. POSTS SHOULD INFORM DEPARTMENT OF HOSTS'
PREFERENCES ON DATE AND VENUE ASAP.
