Abstract
It is relatively rare that an African country, French-speaking moreover, decides to cut off diplomatic relations with France, to expel the ambassador, to ask the cultural and cooperation services to leave the country. This is however the consequence of the intervention of Judge Bruguière, who issued nine arrest warrants against senior Rwandan leaders, including Chief of Staff General James Kabarebe.
