Abstract
Faced with the massacre of 200,000 Rwandans and the exodus of more than a million others, the UN Security Council yesterday, May 17, gave an agreement in principle to the deployment of 5,500 additional peacekeepers. He also decreed an arms embargo.

This article maintains confusion over the perpetrators of the ongoing massacres, relaying information from UNHCR based in reality on testimonies collected in refugee camps in Tanzania where the Interahamwe militiamen are located.
