RPF fighters entered central Kigali on July 4 and also captured Butare, the country's second largest city. While Colonel Didier Tauzin threatens to shoot the RPF without hesitation if it comes to Gikongoro, the spokesperson for the French Foreign Ministry considers that the withdrawal of the FAR from Kigali and their defeat in Butare constitutes a " deterioration of the situation ".
