SUBJECT: Security Council/Congultations


At informal consultations held by the Security Council this
afternoon, France expressed its concern about the present
situation in Rwanda and introduced the attached draft
Presidential Statement. The: “Ambassador of Rwanda then intervened
indicating that the SRSG sponsored talks with the parties were
presently being held in Kigali and that the Council should wait
for their outcome before taking action. The Ambassador of Oman
concurred. Accordingly, the President of the Council informed
the members that the situation in Rwanda would be taken up again
early next week. Regards.

DRAFT STATEMENT BY THE PRESIDENT

The Security Council welcomed the conclusion of the Arusha Agreement and the
political will demonstrated by the Rwandese parties in implementing it, but it remains deeply
concerned by the delays in establishing the broad-based transitional government, which is one
of the key-points in the Agreement. The absence of that government is an impediment to the
proper functioning of the administration and the State. Furthermore, it is having adverse effects
on the humanitarian situation in the country, the deterioration of which is of profound concern
to the Security Council. The speedy installation of that government would make it possible to
provide more effective assistance to the population concerned.

The Security Council takes note of the fact that the Rwandese President has been
sworn in as the interim president and requests him to facilitate, in the context of that
responsibility, the speedy installation of the other transitional institutions.

The Security Council calls on all the parties concerned to overcome their quarrels,
show responsibility and cooperate fully. with the Special Representative of the Secretary-
General in order to advance the process of national reconciliation. It demands the
establishment, without delay, of the provisional institutions provided for in the Anusha Peace
Agreement.

The Security Council is also extremely concerned at the deterioration in the security
situation, particularly in Kigali. In this connection, it reminds the parties of their obligation to
respect the weapon-free zone established in and around the city.

The Security Council calls the attention of the parties to the serious consequences for
them of non-compliance with that provision of the Agreement. It notes that UNAMIR will be
assured of consistent support only if the parties implement the Arusha Peace Agreement fully
and rapidly.
