SUBJECT: Ammunition shipment for the RGF
1. Re your MIR-491 and your telephone conversation today with
Baril and Annabi on the above, we wish to confirm that we agree
with the interpretation of the peace agreement provided in
paragraph 4 of your cable.
2. Accordingly, unless the government can prove to your
satisfaction that the ammunition was ordered prior to the
signature of the Arusha agreement; you should advise them to
immediately issue orders to stop the delivery of this shipment.
You should also advise them that if the shipment arrives in
Kigali, you will insist that the plane should return to its point
of departure with the shipment.
3. We agree with you that impounding the shipment and keeping
it under your custody is a much less desirable option, especially
in view of the nature and quantity of the ammunition.
4. Finally, should the government insist on receiving the
shipment, you should lodge a strong protest and inform them that
their lack of cooperation will have to be reported to the
Security Council. Regards.
