Abstract
Belgian Ambassador Johan Swinnen on the replacement of Boniface Ngulinzira by James Gasana as head of the government delegation to the Arusha negotiations, reports a Machiavellian plan revealed by Boniface Ngulinzira which would consist in organizing unrest and then making a military coup on the occasion of a trip of the president abroad. The authors are said to be Colonels Bagosora, Nsengiyumva and Augustin Bizimungu
