Background
Amb. Gharekhan has not told the Council about the situation
in Burundi for quite some time. Last week, Amb. Hannay
requested that the Council be -updated. Gharekhan plans to tell
us about the recent political crisis in Burundi and the
distribution of the Ake-Huslid report to the GOB. It is the
SYG's opinion that the UN can only provide the report to the
GOB, not to the public, and it is then the GOB'S responsibility
to publish the report or not.

We are concerned about the rising instability in Burundi
and the risk of the situaion deteriorating yet further. We
are grateful for Amb. Gharekhan's oral report, and hope
that he will keep us regularly informed of developments.
We would like to encourage the Secretariat to move ahead
with plans for the OAU-UNHCR-sponsored regional refugee
'conference- to be -held -as soon = as possibler - r —---We are very pleased that the Ake-Huslid report has finally
been given to the Government of Burundi. We hope they will
publish it and give it the widest distribution immediately.
