1. RWANDAN AMBASSADOR UWIMANA CALLED ON AF/C DIRECTOR
RENDER APRIL 26. UWIMANA REPORTED THAT FIGHTING WAS
STILL GOING ON IN RWANDA, AND SAID THAT FOREIGN MININSTER
JEROME BICAMUMPAKA WANTS TO COME TO THE US NEXT WEEK TO
MEET WITH DEPARTMENT -AND UN OFFICIALS (SEE SEPTEL).
UWIMANA SAID THAT HE HAD PASSED WASHINGTON'S DEMAND THAT
KILLINGS MUST STOP TO GOR OFFICIALS IN KIGALI. END
SUMMARY.

2. AT HIS REQUEST, RWANDAN AMBASSADOR ALOYS UWIMANA
CALLED ON AF/C DIRECTOR ARLENE RENDER LATE AFTERNOON
APRIL 26. AMBASSADOR DAVID RAWSON ALSO ATTENDED THE
MEETING. UWIMANA SAID THAT THE MAIN REASON FOR HIS CALL
WAS TO INFORM DEPARTMENT THAT FOREIGN MINISTER JEROME
BICAMUMPAKA WAS IN PARIS AND WANTED TO COME TO US NEXT
WEEK TO MEET WITH USG AND UN OFFICIALS. UWIMANA SAID
THAT BICAMUMPAKA, A MEMBER OF THE MDR, IS THE SON OF AN
MDR LEADER AND HAD PREVIOUSLY LIVED IN GERMANY, BELGIUM
AND FRANCE. RENDER THANKED UWIMANA FOR THE INFORMATION
ABOUT THE FOREIGN MINISTER BUT DID NOT COMMENT ON WHETHER
HE WOULD BE RECEIVED IN WASHINGTON.

3. RENDER ASKED UWIMANA JF HE HAD ANY INFORMATION ON THE
CURRENT SITUATION IN RWANDA. UWIMANA REPORTED THAT
FIGHTING IS STILL GOING ON THROUGHOUT THE COUNTRY. HE
SAID THAT PHONE SERVICE HAS BEEN RESTORED TO KIGALI BUT
NOT TO OUTLYING AREAS. UNIMANA SAID THAT HE HAD SPOKEN
EARLIER IN THE DAY WITH AN AMERICAN WOMAN IN WISCONSIN
WHO HAD TALKED BY PHONE WITH HER HUSBAND IN KIGALI. SHE
REPORTED THAT TWO MARKETS IN KIGAL] WERE FUNCTIONING
AGAIN, AND THAT SOME BANKS WERE OPEN OUTSIDE KIGALI,
THOUGH BANKS IN THE CAPITAL REMAINED CLOSED. UWIMANA
SAID THAT THERE ARE POCKETS OF RPF TROOPS AROUND THE
CITY, PARTICULARLY ALONG THE ROAD TO BYAMBU, WHERE THE
RICE MILL, SUGAR FACTORY AND GASOLINE STORAGE DEPOT ARE
LOCATED. HE SAID THAT THE ARMY HESITATED TO ATTACK THE
RPF ALONG THIS ROAD BECAUSE OF ALL THE INFRASTRUCTURE
LOCATED THERE.

4. RENDER TOLD UWIMANA THAT THE USG WAS EXTREMELY UPSET
ABOUT THE CONTINUING MASSACRES, AND ASKED HIM IF HE HAD
PASSED ON TO THE GOR WASHINGTON’S MESSAGE THAT THE
MASSACRES MUST STOP IMMEDIATELY. UWIMANA SAID THAT HE
HAD PASSED THIS MESSAGE TO KIGALI. HE ADDED THAT THE
POPULATION WILL CONTINUE KILLING AS LONG AS THE RPF
PROLONGS THE WAR, AND THAT THE POPULATION IS
SPONTANEOUSLY KILLING IN ORDER TO DEFEND ITSELF FROM THE
RPF.

5. AMBASSADOR RAWSON STRONGLY DISAGREED WITH UWIMANA'S
CLAIM THAT THE KILLING WAS SPONTANEOUS AND COULD NOT BE
STOPPED. HE EMPHASIZED TO UWIMANA THAT THE POPULATION IS
BEING ORDERED TO KILL BY HIGH-LEVEL OFFICIALS IN RWANDA
AND THAT THESE SAME HIGH OFFICIALS MUST IMMEDIATELY ORDER
THE PEOPLE TO STOP KILLING. UWIMANA INSISTED THAT THE
KILLING 1S SPONTANEOUS, ADDING THAT KIGALI IS BEING
DEFENDED BY PEASANTS WITH MACHETES. UWIMANA ACKNOWLEDGED
THAT MASSACRES WERE BEING CARRIED OUT BY BOTH SIDES, AND
SAID THAT IT IS TOO BAD THAT THE POPULATION HAS RETURNED
TO THE FAILURES OF THE 1960'S

6. AF/C DIRECTOR RENDER ASKED UWIMANA WHAT THE USG
SHOULD DO TO HELP END THE KILLING. UWIMANA REPLIED THAT
THE US SHOULD TELL THE MINORITY TUTSIS TO ACCEPT THEIR
STATUS AS A MINORITY, AND TELL THE RPF THAT, ALTHOUGH
THEY MIGHT WIN THE WAR, THEY CANNOT GOVERN THE COUNTRY.
UWIMANA SAID THAT HE THOUGHT THAT A POWER SHARING
ARRANGEMENT CANNOT WORK, AS IS EVIDENCED BY THE FAILURE
OF THE ARUSHA AGREEMENT. HE WENT ON TO SAY THAT THE
SALVADORAN MODEL OF BRINGING THE GUERRILLAS INTO THE
ELECTORAL PROCESS AND INTO THE POLICE, BUT NOT INTO THE
MILITARY, GOULD PERHAPS BE WORKABLE IN RWANDA. UWIMANA
ADDED THAT THE JUDICIAL POWER IN RWANDA NEEDS TO BE
REINFORCED IN ORDER FOR SOCIETY TO FUNCTION.

7. RENDER AND RAWSON REPEATEDLY EMPHASIZED TO UWIMANA
THAT THE MOST CRUCIAL PRIORITY RIGHT NOW IS TO STOP THE
MASSACRES. RENDER POINTED OUT THAT THE GOR AND THE ARMY
MUST TAKE ON THE RESPONSIBILITY OF GETTING THE PEOPLE TO
STOP KILLING EACH OTHER. RAWSON ADDED THAT ALL THAT THE
GOVERNMENT HAD ACCOMPLISHED IN THE PAST IS BEING
DESTROYED AND THE COUNTRY 1S BEING TORN APART BY THESE
MASSACRES. UWIMANA AGREED TO AGAIN PASS ON TO THE GOR
WASHINGTON’S DEMAND FOR AN IMMEDIATE END TO THE MASSACRES
AND ESTABLISHMENT OF A CEASEFIRE.
