2. SUMMARY. IN AN OCTOBER 6 MEETING WITH THE SECURITY
COUNCIL, RWANDAN PRESIDENT BIZIMUNGU STRESSED THREE
PRIORITIES FOR RWANDA: RECONCILIATION; RESETTLEMENT OF
REFUGEES BOTH NEW AND OLD; AND RECONSTRUCTION OF THE
COUNTRY'S INFRASTRUCTURE. THE PRESIDENT EXPLAINED THE
GOVERNMENT WOULD NOT ALLOW OLD REFUGEES TO MOVE INTO THE
HOUSES OF THOSE WHO FLED SINCE APRIL. HE ENDORSED THE
AMENDMENT OF UNIMIR'S MANDATE TO EXTEND TO THE REFUGEE
CAMPS OUTSIDE RWANDA. HE STRONGLY ENDORSED A WAR CRIMES
TRIBUNAL AND WAS WILLING TO ACCEPT EXPANSION OF THE
EXISTING YUGOSLAV TRIBUNAL TO INCLUDE RWANDAN CRIMES;
THE TRIALS SHOULD BE HELD IN RWANDA. END SUMMARY

3. PRESIDENT BIZIMUNGU OF RWANDA MET INFORMALLY WITH
THE MEMBERS OF THE SECURITY COUNCIL ON OCT 6. THE
PRESIDENT'S OPENING STATEMENT DESCRIBED THREE
FUNDAMENTAL PRIORITIES IN RWANDA. FIRST WAS THE'NEED TO
MOVE TOWARD RECONCILIATION AMONG THE PEOPLE OF RWANDA.
IN THIS REGARD HE MENTIONED THE STILL UNRELEASED REPORT
OF UNHCR ABOUT SYSTEMATIC MASSACRES BY RPF. THE
GOVERNMENT HAS REQUESTED UNHCR TO PROVIDE EVIDENCE TO
SUPPORT ANY ALLEGATION CONTAINED IN THE REPORT. CONFIRM
THAT NONE OF THE REPORT'S CONCLUSIONS HAVE BEEN
VERIFIED. THE GOVERNMENT HAS OFFERED TO PROVIDE ANY
ASSISTANCE REQUIRED TO RESPOND TO THE REPORT'S CHARGES.
4. A SECOND PRIORITY IS TO BRING BACK REFUGEES BOTH NEW
(SINCE APRIL) AND OLD (GOING BACK OVER 30 YEARS).
CENTRAL TO THIS GOAL IS THE ESTABLISHMENT OF AN
INTERNATIONAL WAR CRIMES TRIBUNAL TO STABILIZE THE
SITUATION AND REASSURE THE REFUGEES THAT THEY CAN RETURN
HOME SAFELY. THE TRIBUNAL WOULD DEMONSTRATE THAT THE
GOVERNMENT WILL NOT TOLERATE VIOLENCE, THAT JUSTICE WILL
NOT BE ARBITRARY, AND THAT INTERNATIONAL NORMS WILL BE
FOLLOWED. IT WOULD ALSO SIGNAL THE INTERNATIONAL
COMMUNITY'S SUPPORT FOR JUSTICE RATHER THAN VENGANCE IN
RWANDA. THE RWANDAN JUDICAL SYSTEM SHOULD COORDINATE

WITH THE TRIBUNAL IN THIS EFFORT. HE CALLED FOR
INTERNATIONAL ASSISTANCE FOR THE RWANDAN JUDICAL SYSTEM.
5. A THIRD PRIORITY IS TO RECONSTRUCT THE COUNTRY. TO
DATE VERY LITTLE BILATERAL OR MULTILATERAL ASSISTANCE
HAS BEEN PROVIDED TO REBUILD THE RWANDAN INFRASTRUCTURE.

RECONSTRUCTION AID.
6. AMB. GAMBARI OF NIGERIA, WHO ACTED AS HOST OF THE
MEETING, ASKED ABOUT THE AVAILABILITY OF HOUSING FOR
RETURNING REFUGEES. BIZIMUNGU SAID THAT THE GOVERNMENT
IS NOT ALLOWING OLD REFUGEES TO MOVE BACK ONTO THE LAND
THEY LEFT YEARS AGO. THE GOVERNMENT WILL RESETTLE THEM
ON UNCLAIMED LAND. SOME WHO RETURNED DURING THE
FIGHTING THIS YEAR HAD MOVED INTO HOUSES ABANDONED BY
NEW REFUGEES. BUT, AFTER THE GOVERNMENT ESTABLISHED
CONTROL, THEY REMOVED THESE PEOPLE, SO THAT THE HOUSES
COULD BE RETURNED TO THOSE WHO
HAD FLED FROM THIS YEAR'S
FIGHTING.
7. IN RESPONSE TO A QUESTION ON HOW TO FURTHER
REPATRIATION, BIZIMUNGU EMPHASIZED THAT THE VIOLENT'
MILITIAS AND FORMER ARMY MUST BE SEPARATED FROM OTHER
REFUGEES AND DISARMED. THE CAMPS MUST BE SECURED SO
THAT RWANDAN GOVERNMENT REPRESENTATIVES CAN ENTER THE
CAMPS AND EXPLAIN THAT IT IS SAFE TO RETURN HOME. HE
SAID THE RWANDAN GOVERNMENT HAS REQUESTED ASSISTANCE IN
THIS REGARD FROM ZAIRE, TANZANIA AND BURUNDI.

8. USUN AMB INDERFURTH ASKED IF OTHER ACTIONS COULD BE
TAKEN TO IMPROVE SECURITY IN THE CAMPS, SUCH AS THE
EXPANSION OF UNIMIR. INDERFURTH'S QUESTION WAS ECHOED
BY AMB HANNAY OF UK. BIZIMUNGU SAID THAT THE MANDATE
SHOULD BE AMENDED TO ALLOW UNAMIR TO GO INTO THE CAMPS,
AS WELL AS ASSIST IN RECONSTRUCTION AND TRAINING OF NEW
POLICE. PRESENTLY UNIMIR MUST STOP AT THE BORDER AND
CANNOT CROSS EVEN TO ASSIST REFUGEE REPATRIATION.
9. NEW ZEALAND AND OMAN ASKED ABOUT THE SITE OF THE
INTERNATIONAL TRIBUNAL. BIZIMUNGU SAID IT WAS IMPORTANT
THAT TRIALS BE HELD IN RWANDA TO SIGNAL THIS IS RWANDAN
JUSTICE, NOT "OUTSIDE JUSTICE." LOCATING THE TRIALS IN
RWANDA WOULD ALSO HELP WITH THE PRACTICAL PROBLEMS OF
CONFIDENTIAL

WITNESSES' AND VICTIMS' PRESENCE, AND WOULD NOT REQUIRE
TRANSPORTING THE ACCUSED TO THE HAGUE. RWANDA NOW HAS
6,000 PEOPLE UNDER ARREST CHARGED WITH PARTICIPATING IN
THE MASSACRES.
10. THE RWANDAN JUSTICE MINISTER ADDED THAT THE TRIBUNAL
WOULD HAVE AN IMPORTANT PSYCHOLOGICAL AND POLITICAL
EFFECT ON THE PEOPLE. THE CRIMES HAD BEEN COMMITTED IN
A "CULTURE OF IMPUNITY" AND IT WAS IMPORTANT THAT THE
RWANDAN PEOPLE SEE THE ACCUSED TRIED AND PUNISHED IN
RWANDA TO DETER MORE KILLING. THE MINISTER INDICATED
ACCEPTANCE OF THE CONCEPT OF AN EXPANDED YUGOSLAVIAN
TRIBUNAL THAT COULD BE SEEN AS AN "ITINERANT BODY" WITH
TRIALS TO BE HELD ON AN AD HOC BASIS IN KIGALI.
