2. SUMMARY: THE SECURITY COUNCIL DISCUSSED IN
INFORMALS JUNE 14 A DRAFT RESOLUTION ESTABLISHING A
COMMISSION OF EXPERTS TO LOOK INTO VIOLATIONS OF
HUMANITARIAN LAW AND THE GENOCIDE CONVENTION. SEVERAL
DELEGATIONS ASKED FOR MORE TIME TO REVIEW THE DRAFT
BEFORE COMMENTING, INCLUDING THE U.S., BRAZIL AND THE
NAM CAUCUS. NIGERIA WAS THE ONLY MEMBER TO SIGNAL AN
OBJECTION TO THE DRAFT, CLAIMING THAT THE FIGHTING
SHOULD STOP BEFORE THIS ISSUE WAS DEALT WITH. SPAIN
(THE AUTHOR OF THE DRAFT) POINTED OUT THAT THE PASSAGE
OF TIME ALLOWED THE CULPRITS AND THE WITNESS TO EITHER
LEAVE THE COUNTRY OR BE KILLED, MAKING IT HARDER TO
COMPILE ACCURATE AND COMPLETE INFORMATION. THEY ALSO
NOTED THAT THE HIGHER PRIORITY OF DEMANDING A CEASEFIRE
AND RESUMPTION OF NEGOTIATIONS, AND OF AUTHORIZING
UNAMIR'S DEPLOYMENT, HAD ALREADY BEEN DEALT WITH LAST
WEEK IN RESOLUTION 925. USUN REQUESTS GUIDANCE ON THE

REAFFIRMING ALL ITS PREVIOUS RESOLUTIONS ON THE
SITUATION IN RWANDA,
RECALLING THE STATEMENT BY THE PRESIDENT OF THE SECURITY
COUNCIL OF 30 APRIL 1994 (S/PRST/94/21) IN WHICH THE
SECURTTY COUNCIL, INTER ALIA CONDEMNED ALL BREACHES OF
INTERNATIONAL HUMANITARIAN LAW IN RWANDA, PARTICULARLY
THOSE PERPETRATED AGAINST THE CIVILIAN POPULATION, AND
RECALLED THAT PERSONS WHO INSTIGATE OR PARTICIPATE IN
SUCH ACTS ARE INDIVIDUALLY RESPONSIBLE,
RECALLING ALSO THE REQUESTS IT ADDRESSED TO THE
SECRETARY-GENERAL, IN THE STATEMENT BY THE PRESIDENT OF
THE SECURITY COUNCIL OF 30 APRIL 1994 AND IN RESOLUTION
918 (1994), CONCERNING THE INVESTIGATION OF SERIOUS
