2. I SPOKE WITH GOMN COMMANDER MAJOR GENERAL OPALEYE
THIS MORNIMG ABOUT LAST WEEK'S MEETING BETWEEN THE
GOMN, THE GOVERNMENT OF RWANDA (GOR) AND THE RPF.
OPALEYE SAID IT WAS HIS PROPOSAL THAT EACH SIDE
WITHDRAW ONE AND A HALF KILOMETRES FROM WHERE THEY
ARE. THE GOR ACCEPTED THE PROPOSITION BUT EXPRESSED
CONCERN THAT SUCH A MOVE MIGHT DISPLACE ADDITIONAL
CIVILIANS. IT ALSO EXPRESSED CONCERN ABOUT LEAVING
CERTAIN KEY POSITIONS BECAUSE OF TERRAIN ADVATAGES.

3. THE RPF SAID IT WAS NOT WILLING TO MOVE, USED THE
EXCUSE THAT THEY HAD MOVED ONCE BEFORE, THEN STATED
CLEARLY THAT IN CERTAIN PLACES A MOVE OF 1.5
KILOMETRES WOULD PUSH THEM BACK INTO UGANDA. THE
GOMN TOLD THE RPF THAT THEIIR PREVIOURS WITHDRAWALS HAD
BEEN FOR TACTICAL PURPOSES AND HAD BEEN DONE BEFORE
THE CEASEFIRE AGREEMENT WAS IMPLEMENTED. THEREFORE
IT WAS NOT AN EXCUSE FOR NOT PULLING BACK NOW.
4. AT LONG LAST, THE GOMN WAS ABLE TO PROVIDE MAPS
OF RWANDA TO THE RPF. OPALEYE HOPES THAT NOW BOTH
SIDES ARE WORKING FROM THE SAME MAPS AND THAT IT
WOULD BE POSSIBLE TO PUT TOGETHER AN AGREEMENT ON
WHERE THE NEUTRAL CORRIDOR WILL BE AND WHERE THE
FIXED POSITIONS WILL BE ESTABLISHED.

5. OPALEYE CLOSED THE MEETING LAST MONDAY BY ASKING
THE TWO PARTIES TO RETURN TO THEIR POLITICAL LEADERS
TO GET A POLITICAL ANSWER TO THE QUESTION OF MOVEMENT
IN PRINCIPLE. HE SAID HIS BELIEF IS THAT THE TERRAIN
PROBLEM CAN BE SOLVED RATHER SIMPLY BY MOVING BACK AN
AVERAGE OF 1.5 KILOMETRES BUT, PERHAPS, MAKING IT
MORE IN SOME PLACES AND LESS IN OTHERS IN ORDER TO
KEEP THE TERRAIN ADVANTAGES THAT NOW EXIST. HE HAS
ASKED THE GOR TO COME UP WITH A PROPOSAL ON HOW TO
DEAL WITH THE POSSIBLE NEED TO MOVE ADDITIONAL PEOPLE
FROM THE AFFECTED AREAS. HE BELIEVED THAT BOTH
ISSUES CAN BE RESOLVED BY COMPROMISE.
6. OPALEYE WAS UNWILLING TO COMMIT HIMSELF IN
VAGUE TERMS ABOUT WHEN THE NEXT MEETING WOULD
DOES BELIEVE THAT IT WILL TAKE PLACE, AND THAT
MUST SUCCEED, AND THAT IT WOULD BE HELPFUL FOR
SUPPORTING THE CEASEFIRE TO HELP CONVINCE BOTH
THAT THIS PROPOSAL IS A GOOD ONE. PLATEN
