RPF TO RECONSIDER ITS POSITION ON THE MOVEMENT OF
RELIEF FOOD FROM UGANDA TO RWANDA ALONG THE KAGITUMBA
ROUTE. RUDASINGWA WAS FAMILIAR WITH THE ISSUE. HE
CLAIMED THE GATUNA ROAD WAS THE SAFEST AND FASTEST WAY
TO CONVEY FOOD TO RWANDA'S REFUGEES AND THAT THE
KAGITUMBA ROAD WAS LONGER, INFERIOR AND MILITARILY
CONTESTED. HE SAID THAT IF THE RPF GAVE PERMISSION OR
ENCOURAGED THE USE OF THE KAGITUMBA ROUTE, GOR/FAR
SOLDIERS WOULD STAGE AN ATTACK ON AN ICRC CONVOY AND
BLAME THE RPF. RUDASINGWA ALSO ACCUSED THE ICRC OF

3. AFTER HEARING RUDASINGWA OUT, THE AMBASSADOR WENT
THROUGH ALL THE ARGUMENTS IN FAVOR OF USING BOTH
KAGITUMBA AND GATUNA AND WARNED TWE RPF REP THAT HIS
ORGANIZATION WOULD SUFFER A PUBLIC RELATIONS "BLACK
EYE" ON THIS ISSUE IF DISPLACED RWANDANS STARTED TO
STARVE BECAUSE OF RPF INTRANSIGENCE. THE AMBASSADOR
ALSO INFORMED RUDASINGWA THAT THE UGANDANS FAVORED THE
USE OF BOTH THE KAGITUMBA AND GATUNA ROUTES AND WARNED
HIM OF A POSSIBLE GOU REACTION TO THE RPF'S NEGATIVE
TACTICS ON THIS HUMANITARIAN ISSUE. THE AMBASSADOR
ENCOURAGED RUDASINGWA TO TAKE THE ISSUE BACK TO KAGAME
AND KANYARENGWE FOR FURTHER DISCUSSION AND TO MEET WITH
THE ICRC REP JUNOD IN KAMPALA. THE AMBASSADOR
VOLUNTEERED TO SET THE MEETING UP. RUDASINGWA SAID HE
WOULD REPORT THE AMBASSADOR'S CONCERNS BACK TO THE RPF
EXCUTIVE COUNCIL.
