VIOLENT THIS MORNING, 4 AUGUST AT ABOUT 8:00 AM,
LEAVING A REPORTED 2 MILITARY AND 2 CIVILIANS DEAD.
REPORTS ARE THAT THE YOUTH WERE MEMBERS OF THE CDR
PARTY, AND POSSIBLY OF THE MRND AS WELL. THE YOUTH
APPARENTLY CAME OUT TO DEMONSTRATE AGAINST THE
REMOVAL OF THE EXTRACTS OF THE PRESIDENT'S SPEECHES
FROM THE OPENING SEGMENTS OF RADIO RWANDA'S NEWS
BROADCASTS.

SEVERAL MINISTRY BUILDINGS (AT A POINT ABOUT 200
METERS BEYOND THE AMBASSADOR'S RESIDENCE -AMBASSADOR FLATEN IS ON LEAVE). THE YOUTH BEGAN
STOPPING VEHICLES AND FORCING THEIR OCCUPANTS OUT,
INCLUDING TWO HEALTH MINISTRY LAND ROVERS CARRYING 10
- 12 RWANDANS HEADING FOR A USAID-SPONSORED TRAINING
SESSION. GENDARMES ATTEMPTED TO CLEAR THE ROAD TO
THE MINISTRIES; IN THE RESULTING MELEE, AT LEAST TWO
CIVILIANS, AND POSSIBLY TWO GENDARMES WERE KILLED.
3. BY AROUND 9:30 AM THE GENDARMES HAD REGAINED
CONTROL OF THE ROAD, AND THE YOUTH HAD DISPERSED.
HOWEVER, A GROUP OF YOUTH WAS SEEN BEHIND ONE OF THE
MINISTRY BUILDINGS, APPARENTLY ATTEMPTING TO
REGROUP. AS OF 11:00 AM THE AREA WAS REPORTED TO BE
CALM.
4. NO AMERICANS WERE DIRECTLY INVOLVED IN THIS
MORNING'S INCIDENTS. EMBASSY ACTIVATED THE WARDEN
SYSTEM TO ALERT AMERICANS TO DISTURBANCE AND ADVISED
