Abstract
In the Security Council where Rwanda occupies a seat, the USA, the United Kingdom, Russia and others such as Spain, Argentina, supported the draft presidential statement submitted by the Czech Republic "which limited to naming the government side as solely responsible for the current tragedy". The term "genocide" was not retained either. Bizimana warns the Rwandan government that the arms embargo advocated by the USA risks being imposed against Rwanda. It calls for the urgent building up of arms stocks.
