DELAGATION OFTHEIN RLM GOVERNMENT OF RWANDA, COMPOSED OF THREE
MINISTERS AND TWO RGF HIGH COMMAND OFFICERS AND LED BY TRANSPORTS
AND TELF.L"OMMUNICATIONS MINISTER (THE SAME WHO FIAD MET WITH THE
SF-.CRETARY-.GENERAL IN NEW YORK AS A SPECIAL ENVOY OF THE LATE
PRESIDENT OFiRWANDA).

THE OAU SECRETARY GENERAL, AS WELL AS REPRESENTATIVES OF
OBSERVER CONTRES TO THE ARUSHA PEACE PROCESS WERE ~ PRESENT INARUHSA,

RPF ~y INDICATED THAT IT CAME TO ARUSHA ONLY TO DEFEND FrS

OF THE PRESIDENTIAL GUARD, THE DISBAND1NG OF THE INTERIM GOVERMNET
AND THE END OF THE MASSACRES.

THE INTERIM GOVERNMENTREFUSED TO LET TftE RGF CONDUCT THE
TALKS ON ris BEHALF AS IT ARGUED THAT THE RGF ARE UNDER GOVERNMENT
AUTHORITY.
