The special message also called for a quick implementation of the Dar es Salaam Declaration, which called for, among others, a negotiated settlement and urged countries neighbouring Rwanda to assist on the resettlement of Rwandese refugees.

Habyarimana also urged Museveni in the message to help improve security along the two countries' common border.

The last two weeks have seen renewed efforts to end the Rwandese conflict, which broke out when Ugandan-based Rwandan refugees, many of whom were serving in the Ugandan army, invaded their country in October 1990.

The Rwandan government has consistently accused Uganda of harbouring and supporting the rebels, a charge that has been strongly denied by the Ugandan government.

Diplomats here told AFP on Sunday that American Assistant Secretary of State for African Affairs Herman Cohen, who visited Uganda 10 days ago, and French Cooperation Minister Marcel Debarge, had urged Museveni to use his influence with the rebels to broker a peaceful solution to the conflict.
