DOMINIQUE PIN, ELYSEE ADVISOR FOR AFRICAN AFFAIRS. HE
BRIEFED THE FRENCH ON THE MAIN POINTS OF HA A/S
SHATTUCK'S DISCUSSIONS WITH RWANDA'S NEIGHBORS, TALKS
WITH OAU SYG SALIM SALIM AND IN GENEVA WITH THE ICRC
AND UN ORGANIZATIONS.
RESULTS OF THE SHATTUCK MISSION
5. RAWSON NOTED THAT SHATTUCK'S DISCUSSIONS WITH
REGIONAL LEADERS, WERE NOT AS DISCOURAGING AS THEY
INITIALLY SEEMED SINCE IT IS CLEAR THAT BOTH SIDES IN
THE RWANDA CONFLICT HAVE AGREED TO THE IDEA OF A
CEASE-FIRE. THE MAIN STUMBLING BLOCK IS THE
UNWILLINGNESS OF THE RPF TO NEGOTIATE WITH THE
GOVERNMENT, HE STATED. THIS MEANS THAT ARRANGEMENTS
MUST BE MADE BY FIELD COMMANDERS, BASED ON PRINCIPLES
