DAR ES SALAAM, Oct 6 (AFP) - A fourth round of Rwandan peace talks opened Tuesday in the northern Tanzanian town of Arusha following late arrival of the rebel Rwandan Patriotic Front (RPF) delegation, sources at the talks contacted by telephone said.
The RPF delegation, led by its chief negotiator Pasteur Bizimungu, arrived there Tuesday afternoon and immediately went into the talks with the Rwandan government delegation under the chairmanwhip of Tanzania.
This round of neogotiations seeks a breakthrough on power-sharing during the transition to democratic rule, an issue which caused stalemate last month when the RPF rejected a government proposal for a powerful ministerial council to be headed by a president during the transition.
The rebels, who invaded Rwanda from Uganda in 1990 in a bid to topple the government of President Juvenal Habyarimana, demand the creation of a seven-man presidential council with full executive powers, to be made up of representatives from all political groups currently involved in the Rwanda crisis.
They also want adjustments in state powers to allow them and other political forces to participate in the country's management during the transition.
