Résumé
Late in the evening of June 27, 1994, General Lafourcade sent a fax intended for Admiral Lanxade in which he said he favored the hypothesis that there were in Bisesero "Tutsis having fled the April massacres and seeking to defend themselves" on the spot rather than "infiltrated RPF elements". Among the risks to consider, he mentions that of "doing nothing and letting massacres take place behind our backs".
