Abstract
Despite the capture of Kigali and Butare by the RPF, France nevertheless created a safe humanitarian zone to cover the districts of Cyangugu, Gikongoro and the southern half of that of Kibuye. Jacques Bihozagara, representative of the RPF in Europe, denounced in a press release a neocolonization project.
