as a matter of urgency,establish an impartial commission of experts to examine all information about the slaughter in Rwanda. Mr Boutros-Ghali was directed to provide the Council with details about the creation of the commission and to report its conclusions within four months of its creation. The result could be an international court of justice based on the Convention on the Prevention and Punishment of the Crime of Genocide.
