Without further discussion, the SC at its informals adopted the agenda for its formal
meeting. RF joined the co-?sponsors.
At the formal meeting, the SC adopted the draft unanimously. The CZ representative spoke
as well, closely following the points of the HQ.
The representative of China confirmed his reservations concerning paragraphs dealing with
the activity of the UN High Commissioner for Human Rights. He emphasized that the role of
the SC is to protect international peace and security and not to speak on HR issues.
Unusually strong was the presentation of UK Amb Hannay who asked that people
responsible for the massacres in Rwanda be brought to responsibility. He drew attention to
the continuing inflammatory broadcasts of the pro-?govt Radio Mille Collines and recalled
that the SC had invited the Rwanda representative to arrange that his government stop such
broadcasts forthwith. Other speakers also commented on the broadcasts of Radio Mille
Collines.
