During informal consultations, the SC completed its draft resolution on Rwanda which was
subsequently adopted as Res. 925.
Today’s informals completed the consideration of a draft resolution on Rwanda. At times the
deliberation resembled a ping-pong match between New Zealand (which intends to send its
units to Rwanda, under UNAMIR, and therefore insisted on having its mandate and its tasks
worked out in detail) and the US which was traditionally in favor of vague formulations with
the intention of leaving the Secretariat with a free hand in running the operation. The entire
draft was successfully “pushed through” to the formal session where it was adopted
unanimously as res. 925 (1994). All delegations spoke, including, surprisingly, even Rwanda’s
representative. Without batting an eye he denounced the massive killings of the civilian
population committed under the eye of the “provisional government” which, one would
have thought, he represents in the UN. (He apparently promised the French Amb that he
would not speak. Referring to this promise, the SC President refused to allow the RPF
representative to speak.)
The delegations of NZ, Spain and to a certain extent the UK denounced the genocide in
Rwanda. Other speeches were rather vague.
The Czech Ambassador delivered an energetic speech which traditionally stirred the still
waters.
