Gharekhan informed that there has been no significant change. In other words,
the RPF did not start a unilateral ceasefire which it talked about in Arusha
and which was to start at midnight April 24. On the contrary, they fired at the
airport where governmental helicopters were moving. Refugees are leaving the
city for the North (i.e., to areas under RPF control). The Unamir commander is
looking after displaced people who have sought refuge under Unamir.

The US Amb was interested in the problems that World Food Program apparently
has in delivering food. The SC President reported at length about a meeting me
had with representatives of the OAU, Tanzania and Uganda. He said nothing.

The RPF issued a document in which it discusses genocide. Amb Kovanda
informally discussed with Ambs of Argentina, Pakistan and Djibouti the
possibility of a PRST which would spell out the responsibility of the
provisional government for the massacres. The US delegation appreciated in the
corridors Amb. Kovanda’s remarks addressed to the Secretariat. They also
mentioned that the delegation of the WFP which was to move from Burundi to
Rwanda couldn’t do so on account of the mayhem and massacres of Tutsis carried
out in southern Rwanda, which is under control of the government, by army units
and remnants of the presidential guard. The US suggested that it would be
appropriate if the Rwanda Amb forwarded to his government an appeal of the SC
to stop the massacres and the killing off of Tutsis. Amb. Kovanda welcomed the
initiative. He also requested that the Secretariat report on the activity and
findings of a special mission which the SG had sent to Burundi.
