Un crime de génocide a été commis contre le peuple rwandais
en présence de la force des Nations Unies et la Communauté
internationale y a assisté sans rien faire. Les ressortissants
étrangers ont été évacués mais rien n'a été fait par
la communauté internationale pour sauver les Rwandais innocents,
enfants, femmes et hommes qui appelaient au secours. En l'absence
d'action internationale pour sauver le peuple rwandais innocent,
le FPR a l'obligation morale de protéger le peuple rwandais contre
ces criminels barbares et sauvages. La communauté internationale
devrait le soutenir dans cette noble tâche plutôt que d'appeler à
des cessez-le-feu qui permettraient à ces criminels de continuer à
commettre des atrocités. Nous demandons qu'un tribunal soit
institué pour juger ces criminels

Mr.President,
A crime of genocide has been committed against the Rwandese people, in the presence
of a United nations International force, and the International Community has stood
by and only watched.
Efforts have been mobilized to rescue foreign nationals from the horrifying events
in Rwanda, but there has been no concrete action on the part of the International Community
to protect innocent Rwandese children, women and men who have been crying for help.
In the absence of International action to save innocent Rwandan people, the Rwandese
Patriotic Front is obliged and has a moral responsibility to protect Rwandese people
from barbaric and savage criminals. It is the intention of the Rwandese Patriotic Front
to neutralize elements of the Rwandese army that are responsible for these massacres,
bring an end to the senseless killing of innocent Rwandans, opposition politicians
as well as UN peacekeepers, and restore law and order. The International Community should
mobilize all its efforts to support this noble task, instead of calling for ceasefires
that would only allow the criminals in Rwanda to continue committing atrocities.
We wish to request the International Community, through you Mr. President, to immediately
setup a UN war crimes tribunal, apprehend those who have committed crimes against humanity
in Rwanda and bring them to justice.
Mr.President, the perpetrators of these atrocities in Rwanda are known and with UN assistance they can be brought to justice. By doing this, Mr.President, the UN will have rendered a noble service to the Rwandan people, who deserve it as members of this world community.

Mr. President, the Rwandese Patriotic Front wishes to confirm to members of the Security Council its commitment to the Arusha Peace Agreement and as soon as the situation in Rwanda is stabilized, the Rwandese Patriotic Front will cooperate with UNAMIR,to set up broad-based institutions in the spirit of the Arusha Peace Agreement.
