SUBJECT: Extension of UNAMIR
1. The Security Council took up the above issue at informal
consultations.this afternoon; several members spoke highly of the
stabilizing effect of the presence of UNAMIR in the country, and
commended the work being done by the Special Representative.
2. At the same time, serious concern was expressed by
influential members of the Council at the continuing delays in
the installation. of the broad-based transitional Government
(BBTG). The United States Representative stated that if progress
in the installation of the BBTG was not achieved promptly, the
Security Council would have to study the situation carefully,
including the option of closing down the Mission. Meanwhile, the
United States announced, without going into detail, that the
State Department was looking into the possibility of assisting
UNAMIR in demining.
3. France introduced the attached draft resolution which was
actively supported by all permanent members and Spain, while
Nigeria, speaking on behalf of the non-aligned caucus, indicated
their disagreement with the proposed three-month extension of the
mandate. The non-aligned stated their preference to prolong the
mandate for six months, while signalling inflexibility about the
duration of the review period .

4. The draft resolution has been sent to a working group of the
Security Council which would have to provide by tomorrow with a
new agreed option for paragraph 2. It is expected that a formal
meeting of the Council may be convened tomorrow afternoon. We
will keep you informed of further developments.

The Security Council,
Reaffirmins its resolution 872 (1993) of 9 October 1993 establishing the
United Nations Assistance Mission for Rwanda UNAMIR), as well as its
resolution 893 (1994) of 6 January 1994.
Recalling its resolutions 612 (1993) of 12 March 1993, 846 (1993) of
22 June 1993 and 891 (1993) of 20 Decembter 1993,
Recalling also its statement dated 1st February 1994 (S/PRST. 1994. 8
Having considered the report of the Secretary-General dated 30 March
S/1994/360),
Welcoming the valuable contribution to peace made in Rwanda by UNAMIR,
Expressing its deep concern at the delay in the establishment of the
broad-based transitional Government and the provisionai Parliament,
Emphasizing that the Security Council in resolution 893 (1994) of
8 January 1994, authorized the. deployment ©£ a second batallion to the
demilitarized zone as recommended by the Secretary-General in his report of ...

its part in ensuring that conditions exist for implementing 5e Agreement.
Considering that the fact chat she transitional institutions have act

Arusha Peace Agreement,
Concerned at the deterioration in security in the country, particulary in Kigali
Concerned 2150 at the deterioration of the humanitarian and health
situation,
1. Welcomes. the report of the Secretary-General on Rwanda dated
30 March 1994;
2. Decides to extend the mandate of UNAMIR until 20 June 1994, on the
understanding that the Security Council will, within the next six weeks,
review the situation in Rwanda, including the role played in that country by
che United Nations, if the Secretary-General informs it in à report that the
transitional institutions provided fer under the Arusha Peace Agreement have
not been established and that insufficient progress has been made for the
implementation c£ phase II of the Secretary-General's plan contained 1 his
reporte of 24 Seprember 1993 (5/26488);
3. Regrets the delay in the implementation of the Arusha Peace
Agreement, and urges the parties to resolve their latest differences Without
delay with a view to the immediate establishment of the transitional

institutions required for the continuation of the process, and particulary
the implementation of phase II.

4. Welcomes the fact that, despite the difficulties encountered in
implementing the Arusha Peace Agreement the cease-fire has been respected,
and commends in this respect the essentiai contribution made by UNAMIR.
5. Recalls nevertheless that continued support for UNAMIR will depend
upon full and prompt implementation by the parties of the Arusha Peace
Agreement;

7, Commends the efforts of Member States. United Nations agencies and
non-governmental organizations which have provided humanitarian and other
assistance, encourages them to continue and increase such assistance, and
again urges others to provide such assistance;
8. Commends in particular the efforts of the Organization of African
Unity and its agencies, as well as those of the Tanzanian Facilicator, in
providing diplomatic, political, humanitarian and other support for the
implementation of the relevant resolutions of the Council;
9. Reiterates its request to the Secretary-General to continue to
monitor the size and cost of UNAMIR to seek economies;
10. Decides to remain activeiy seized of the question.

Le Conseil de sécurité,
Réaffirmant sa résolution 872 11993) du 5 octobre 1993 portant création de

Rappelant ses résolutions 812 (1993) du 12 mars 1953, 846 (1993) du
22 juin 1993 et 991 (1993) du 20 décembre 1953,
Rappelant également sa déclaration en date du 17 février. 1954
(S/PRST/1994/8},
Ayant examiné le rapport du Secrétaire général en date du __ mars 1994
(5/1994/.,.},
Saluant la précieuse contribution à la paix que la MINUAR a apportée au
Rwanda,
Exprimant sa vive préoccupation quant au retard apporté à la mise en place
du Gouvernement de transition à base élargie ainsi que du Parlement provisoire,
Éstimant que l'absence de mise en place de ces institutions provisoires
constitue un obstacle majeur pour la mise en oeuvre de l'Accord de paix
d'Arusha,
Soulignant que le Conseil de sécurité, par sa résolution 893 (1934 du
6 janvier 1994, a autorisé le deploiement d’un second batallion dans la zone
démilitarisée ainsi que le recommandait le Secrétaire général dans son rapport
du 30 décembre 1993 (5/26927) et que, ce faisant, la communauté internationale à
fait ce qu'elle devait pour créer les conditions nécessaires à la mise en oeuvre
de l’Accord,
Préoccupé par la détérioration de la sécurité dans le pays,
particulièrement à Kigali,
Préoccupé également par la détérioration de la situation humanitaire et
sanitaire,
1. Accueille avec satisfaction le rapport du Secrétaire général sur le
Rwanda en date du __ mars 1934;
2. Décide de prolonger le mandat de la MINUAR jusqu'au 30 juin 1994,
étant entendu que le Conseil de sécurité procédera dans les six semaines à venir
à un réexamen de la situation au Rwanda, y compris du rôle joué dans ce pays par
les Nations Unies, si le Secrétaire général l'informe par un rapport que les
institutions transitoires prévues par l'Accord de paix d'Arusha n'ent pas été
mises en place et que des progrès insuffisants ont été réalisés pour l'entrée en
application de la phase 2 du plan du Secrétaire général contenu dans son rapport
du 24 septembre 1993 (S/26488)

3. Regrette le retard pris dans l'application de l'Accord de paix
d'Arusha et demande aux parties de résoudre sans délai leurs ultimes divergences
en vue d'installer immédiatement les institutions de transition nécessaires à la
poursuite du processus et en particulier de l'application de la phase 2; ,
4. Se félicite qu'en dépit des difficultés rencontrées dans la mise en
oeuvre de l'Accord de paix d'Arusha, le cessez-le-feu ait été respecté et salue,
à cet égard, la contribution essentielle de la MINUAR:
5. Rappelle toutefois que la MINUAR ne sera assurée d'un appui suivi que
si les parties appliquent intégralement et rapidement l'Accord de paix d'Arusha;
6. Se félicite des efforts que continuent de déployer la Secrétaire
général et 3on Représentant spécial afin d'aider à promouvoir et à faciliter le
dialogue entre toutes les parties intéressées;
7. Salue les efforts des États Membres, des organismes des Nations Unies
et des ONG qui ont fourni une assistance humanitaire ainsi que d'autres formes
d'assistance, les encourage à poursuivre et à accroître cette assistance, et
demande à nouveau à d’autres entités de faire de même;
8. Salue en particulier les efforts déployés par l'Organisation de
L'unité africaine et les organismes qui lui sont rattachés ainsi que ceux du
facilitateur tanzanien afin de fournir un appui diplomatique, politique,
humanitaire et autres en vue de l'application des résolutions pertinentes du
Conseil;
9. Demande de nouveau au Secrétaire général de continuer à contrôler
l'ampleur et le coût de la MINUAR dans le but de faire des économies;
10. Décide de rester activement saisi de la question.
