ARUSHA, Tanzania, April 24 (Reuter) - Peace talks to end Rwanda's
bloodshed suffered a further setback on Sunday when a rebel leader left
the venue before a government delegation arrived, witnesses said.

I'm leaving for Nairobi, Rwanda Patriotic Front (RPF)
Secretary-General Theogene Rudasingwa told reporters before walking out
of an Arusha hotel where talks to end Rwanda's tribal war, which has
killed up to 100,000 people, were supposed to take place.

Tanzanian officials said a Rwandan government delegation to the peace
talks, which were called by Tanzania and had been scheduled to start on
Saturday, had vanished and was not in Arusha.

Rudasingwa had said he had no intention of meeting any government team
and only came to Arusha to brief Organisation of African Unity
Secretary-General Salim Ahmed Salim and Tanzanian officials on a RPF
offer of a unilateral ceasefire from Monday.
