WE, THE REPRESENTATIVES OF THE GOVERNMENT OF THE REPBULIC
OF RWANDA AND OF THE RWANDAN PATRIOTIC FRONT;

AWARE OF THE UNFORTUNATE EVENTS WHICH SET RWANDANS.
AGAINST EACH OTHER AND WHICH DISTURB PEACE AND PUBLIC
ORDER IN THE COUNTRY;

WE, MAKING REFERENCE TO THE COMMUNIQUES OF THE SUMMITS OF
THE HEADS OF STATE OF THE REGION, MEETING AT MWANZA
(TANZANTA) OCTOBER 17, 1990; GBADOLITE (ZAIRE) OCTOBER
26, 1990, AND GOMA (ZATRE) NOVEMBER 20, 1990;

CONSIDERING THAT ALL THESE SUMMIT MEETINGS HAVE PLACED
PARTICULAR ATTENTION ON THE PREREQUISITE OF À CEASE FIRE;

CONSIDERING THE ACCEPTANCE OF THE PRINCIPLE OF THE
CEASE-FIRE BY PRESIDENT JUVENAL HABYARTMANA AT ZANZATBAR

1. VERTFICATION AND CONTROL OF THE CEASE-FTRE ARE
ASSURED BY A GROUP OF NEUTRAL MILITARY OBSERVERS UNDER
THE SUPERVISION OF THE SECRETARY GENERAL OF THE OAU.

2. THE GROUP OF NEUTRAL MILITARY OBSERVERS SHALL CONSIST
OF OFFICERS FROM BURUNDI (15), UGANDA (15), TANZANTA

(15), AND ZAIRE (15). THEY SHALL BE JOINED BY

REPRESENTATIVES OF THE REPUBLIC OF RWANDA (5) AND THE

3. ‘THE GROUP OF NEUTRAL MILITARY OBSERVERS SHALL OBSERVE
THE RESPECT OF THE CEASE-FIRE. THE GROUP SHALL NOTIFY
EACH VIOLATION TO THE SECRETARY GENERAL OF THE OAU, WHO
SHALL COMMUNICATE WITH THE CONCERNED PARTIES AND WITH THE
REGIONAL HEADS OF STATE.

4. THE GROUP OF NEUTRAL MILITARY OBSERVERS SHALL PUT IN
PLACE THE ELEMENTS AND MECHANISMS NECESSARY TO THE
VÉRIFICATION AND CONTROL OF THE CEASE-FIRE. IT SHALL
WORK OUT ITS OWN BYLAWS. IT SHALL HAVE LEGAL STANDING
ALLOWING IT TO ACCOMPLISH ITS MISSION AS STATED IN THIS
CEASE-FIRE ACCORD.

ARTICLE TV

POLITICAL DIALOGUE MUST BEGIN WITHIN 15 (FIFTEEN) DAYS OF
THE SIGNATURE OF THIS ACCORD.



ARTICLE V -

THE DEFINITIONS IN THE SOLE ANNEX ARE AN INTEGRAL PART OF
THIS ACCORD.
